Qunari don't generally associate mating with love. They feel love. They have friends. They form emotional bonds with one another. They just don't sleep with each other to express it. And if they do, they get re-educated by the Ben-Hassrath. So, y'know, not exactly encouragement there.
If such a thing occurred and produced a child, the same thing would happen to the offspring as happens to all other Qunari offspring: It would be raised by the Tamassrans, evaluated, and assigned a job. Qunari don't waste people unnecessarily.
So, in other words yes, Qunari can feel affection for one another, and no, that affection does not extend to copulation.
Frankly, I'd love to see romance-content done without that when it comes down to it. But then again, I wouldn't even mind if bed-play cutscenes were omitted in general, but that's just me.

Depends upon how 'many' there are. Might be a rarity for oxmen, possibly more for viddathari.
Way I'd put it anyway, not knowing the developer's further take on it.

Well isn't this a good sign for DA:I romance? It may mean we can take romances in a different direction, ones that aren't necessarily sexual, for those players who feel uncomfortable with that aspect.

if varric turns out to be a love interest and my qunari inquisitor can't pick him up i am going to be sorely disappointed
