There is, but only your ghast companion can cast it.
I don't want a companion to do it. As a mage PC I would like to cast the spell myself. For non-mages this would be an option to do.

If transformation was to become a thing DA than I think it would make more sense to turn someone into a Nug then a toad.
I also like the idea of transforming my enemies into nugs for crowd control.

Well, at least it has nothing to do with romances. Yet.

What does the Maker and Andrasate think about beastality? I'm struggling to find the codex for this kind of practice.

Seriously I always wanted my mage to be able to turn someone into a frog as well...

I just want to transform my enemies into permanate frogs so instead of killing them I can keep them as pets. I would build them a new habitate to live in and give them awesome Templar names like: Knight-Captain Cullen, Knight-Commander Meredith, Ser Otto Alrik, Ser Karass, and much more. I would like to show them off to my mage friends.
My Templar Rain Frog Feeding time
Would you still get the same amount of experience?

I'm afraid that I don't follow.

I see. Why not? IMO the more you do it the better you become. For an example if you turn your enemy into a toad for the first time the effect will only last for a 20 seconds until they change back to their orgrinal form. Theirs a cool off for up to a min. For each upgrade the spell become powerful and the cool off time reduces therefour you can use the spell a lot more, and gain experience points.
