 I think I missed one somewhere:

I know in Ostagar you get two 1 before Korcari Wilds, 1 after
Bodahn is suppose to give 1 but I get 2 from him.
I know the dwarf in Denerim sells one, but that is later on.
I know of the one in the mage tower.

Are there any others? I could have sworn the Tedrin guy sold one, but lately I don't see it.He' the guy that says 
With Orzammar closed off"
