I think it's only fair that the Volus get a chance next.  The council wants species that can fight and help protect the council space and they've proven that they can.  I was really surpised to see them playable in multiplayer last year.  What do you think?

Paying attention to the series, it's obvious the Volus will make a push to getting on the council. Hanging around their diplomat's office in ME1 will confirm this. They're riding on the coattails of humanity.

Realistically, I would say Volus. They have been trying for years, and have Turian backing and the economic clout to back up their claim.

Optimistically, the Council will be overthrown in favor of a galactic system that does not give all the power to a select few self-serving Council members.

Considering that the Council prioritizes species that can add to their military strength, I would say the Quarians (if still alive) as they're the only non-Council organic race left that can contribute both fleets and soldiers.
Plus there's no way to really hold the Geth problem against them anymore, as the Geth are dealt with one way or another in any scenario where the Quarians are alive.

Though I'm honestly not sure the pre-Reaper War Council would even exist after the battle of the Sol system.

Well, even if the current council dies during the war, any remaining high ranking officials of the council species would probably just appoint their replacements fairly quickly, including humans. I would guess that the Quarians and even the Batarians would eventually get embassies on the Citadel again after the war.

What I meant was whether the Council would exist as the same institution it was before the war.

The balance of power throughout the galaxy could have been turned nearly upside down depending on both the general story and certain player choices. The Asari, humans, and Turians have lost the vast majority of their military power and their homeworlds are burning craters. The Salarians currently possess a mostly intact army and their systems (and hence production and manufacturing centres) were left mostly untouched by the war. The Krogan and Rachni may very well be on the rise again, and the Geth-Quarian alliance has potenetially formed a new superpower.
Lastly, there very well may be Reapers either ruling the galaxy via Control or "keeping the peace" in Synthesis.

So it's possible that the rather exclusive Council comprised only of the four major galactic powers may not be a viable option for the new galaxy moving forward.

Don't mean to derail this, but why is it always a "seat" on the Council if they're never sitting down? Actually I don't see a single chair in there. Clearly getting new seats should be priority, preferably ones with nice cushions.

As much as I like the Quarians, I would disagree.

They only began helping the war effort when there was really no other choice for their own survival, and before that they started a war at the wrongest of times, which just might have significantly weakened the overall war effort. I don't blame them for being opportunists after centuries of nomadism, but on the other hand, they really didn't do anything to improve their political popularity in ways that other non-council races didn't. En plus, given prior examples of galactic hard-headedness, I don't think the resentments towards the Quarians for being responsible for any crisis related to the Geth would just go away.

If anyone, I'd say Volus.
The Salarians prove that they in fact do not select by pure military strength. The council would definitely be interested in recruiting the foremost economical power in the galaxy to add to their military and intelligence.

Well they did provide me with more war assets than the Salairans did tbh...

Also check out the scoreboard for the Armax arena... Volus anyone? Shepard is the onlyone beating Barla Von.
Blame it on fluf or the fact that Barla von is a Shadowbroker Agent and somewhat special and different.

Considering they provided more war assets than the Salarians did unless you sabotaged the Genophage cure, then they do seem somewhat worthy and they got the financial and economic power to provide aid when needed.

Geth.. Well, they would have both the military, population and financial assets with their strong economy if they want to be part of the greater galactic community.

Becomming an imporant partner in the galactic community would be strategicaly beneficial and ensure their future survival should the others allow it.

Rock on. This makes way more sense than it probably should. I totally support Keeper Feng shui.

I can see quarians and/or geth becoming member races, but it's probably too soon to give them a seat on the Council. I would give one to the volus though; the fact that the galaxy's premier merchant race don't have political power is a thing that never really made sense to me. Especially not with the kind of air support we find they have swinging around in Mass Effect 3.

Space Hamster.

He's the closest thing we've got to Shepard. He lived and breathed Shepard.

In Space Hamster we Trust.

This is all good, but if one chooses control or synthesis, would there be a need for a council? Or how long would it stand?

I think at this point in the Council's history, it takes more effort on the "candidate" species part to even be considered. In which case, the humans and Volus have been the more persistent. Quarians wouldn't just get invited. They'd have to ask first, then keep asking, and try to integrate and play politics. Which they might fail at for awhile. Not sure.

Even with the losses humans, Turians and Asari took, the other species are still lightyears behind in terms of power. The Krogan are the only ones who will get noteworthy in a few decades, and if they play nice, they might get a spot.
Volus might be a candidate species too. They likely had losses, but contributed sursprisingly much to the war (more than the Salarians on an avergae playthrough). If Asari and Salarians want to bring in a less militaristic species, the Volus would be the obvious choice.

Well, in my headcanon they all get a seat. How can the council call themselves a democracy, if only a strong minority of species has the power?

If everyone gets seat then it'll be a galatic federation...suddenly I'm looking forward to ME4 but, only if it's in your headcannon.

They can have an embassy, probably a lot smarter than shutting them out.

No. A  galaxy where the geth have more power than most species is not a galaxy that I want to live in. It sounds awful.

Javik needs a seat on the Counil. Javik needs to be the Council.
