IMO, all spacefaring species *should* have a seat. It's never been 100% clear to me how the existing councilors are chosen, but even if some or all are chosen by an internally democratic process, the Council still feels more like a relatively benign oligarchy than a truly representative body, given that only four species have a say.
In terms of who has the clout to get a seat next, I imagine that the turians will vouch directly for the assistance provided by the krogan and the quarians, and if you negotiated peace, the quarians and geth are probably now a package deal.

The vorcha don't have spacefaring capabilities of their own, and likely couldn't get their act together long enough to choose a councilor if their society continues in its present form, though maybe that would change under a Paragon Control or Synthesis scenario.

I'm not really saying that any species that has ever left its own planet should automatically get a seat, just that it shouldn't be limited to the current "big four" and shouldn't be based on political or military "clout" alone. I'm thinking more along the lines of a treaty for peaceful resolution of potential conflicts and mutual assistance between members, with membership open to any species that agrees to those terms. (The vorcha, if they don't change much after the war, probably would just refuse to sign.)
