Really, the three group system I think sounds good. The Circle, the Templars, and the third group. Circle mages make local policies for the circles, third group makes overall policies, Templars enforce those policies. The third group comprised of Templars and mages, but they have to be nominated by both the Templar group and Circle group. The third group oversees the other two. The idea is one can't get a foothold over the other, because two will always check one. Not sure how it would actually work out, but sounds better than the mages being turned into the Dalish or a second tevinter.
Eh, I don't have much sympathy for the Dalish. Sympathy for city elves, sure, but not the dalish.
We could always simplify the whole world, though. Just bring back Ancient Tevinter and have it reconquer Thedas. Old problems are now gone, new problems to explore!

The Dalish live longer than city elves, but is that because they're away from humans, or because they don't live in squalid alienages and each clan has a trained mage to help heal them?

He didn't say Dalish, he said Elves. Source is the City Elf origin. You can ask him if Elves can also be Grey Wardens and he mentions that one of the Wardens' greatest heroes (Garahel) was an Elf.
That sounds like propaganda though. It would place his father at around 700 years old as i remember the battle having directly taken place after the fall of the Dales. Nope, well, that may play a part, but they most definitely live longer than humans and city-elves by staying away.
