Pretty bad in taking or dishing out damage but can help other teammates be more effective by boosting their shields, revealing enemy positions and mass debuffing with recon mine and further debuffing with proxy mine.

uhhh I don't know man. Volus were obviously designed as support kits - they're mostly set up to do things like heal, debuff, draw aggro, and detonate stuff (and also tank and draw aggro especially in the case of the merc) - but we all know this game doesn't require team work or team roles, and especially once level X URs get involved every kit is basically turned into Rambo.
Fun facts about the Volus Engineer, once he gets both debuffs going on a target he has better weapon damage output than a Human Soldier. Unless, of course, said HSol is shooting at the same target the Engineer is debuffing, in which the HSol all of a sudden becomes a 5000 DPS capable kit with appropriate weaponry. Which is kind of a lot compared with the 2-3k DPS the Engineer will be doing.
If you pair him off with weapons platforms that don't really have debuffs (Destroyer, TGI, TSol) the levels of damage you can generate are pretty ridiculous - much more than the engineer would be able to generate on his own.
So you guys can go back to arguing whether or not Volus are limited to being support kits or not, but either way I will say this: the Engineer is definitely a team player.

Juggy. He can hold an entire wave of bosses, heal people, shield their flank completely from damage, draw aggro, and kill Phantoms with simple melee. And he can't be sync-killed which means he can always gel if necessary.
A decent Jugg can be a corner stone in any team.

There's also the Justicar with her Biotic Bubble to consider.
For me personally I would much rather have a Volus Engineer as a teammate than a Juggernaut. Also I would consider the cornerstone of any team to be the primary damage dealer. Everything else is just extra...
When you put the Justicar, Volus Engineer, and a Juggernaut all on one team you get a trio that even the scrubbiest pugs will struggle to bleed out with. Assuming they have their builds set up properly and have a half decent camping strategy so nevermind.
