Is it worth putting points into? Especially on the Quark Mark that I'm trying out. 
And is it useful on any of the other builds?

Just edited my post AFTER I wrote it since I realised that I'm really not the best-qualified to answer this question.

I don't use Marksman ever, and it's never bothered me at all. Hurricane/Eagle TSol? No prob: use the barrage upgrade gear or stability mods. I've never actually even used the quarian marksman soldier (I mean to get around to it someday before I put the game down! ).

Marksman, to my very limited understanding (since I've never utilised it!) makes your weapon more accurate. Therefore I guess it improves weapons such as the Revenant, Typhoon, Hurricane, Eagle (to name but a few).

I can't comment on the quarian soldier, so I'll talk about the TSol instead (since I use it quite a lot). I prefer to max out the passive for weapon damage and have max in concussive shot, and I suppose max in proxy mine.

Hey, she's not a noob by any stretch of the imagination - she happens to be a really good player  

I've played ME3 MP since its release in March of last year and I haven't even played the quarian marksman, as I stated before, or ever used Marksman on the TSol.

She was asking for genuine advice on the power. Trolling isn't constructive, even if y'all think that the power is old-school.

Actually if I was forced to use it at all; I would use it on the quarian marksman. The TSol has two powers that do damage (concussive shot and proxy mine) whereas the quarian marksman has Sabotage (which is circumstantial at best - better against geth or against Cerberus turrets) and  Tactical Scan which makes it a little easier to kill a single enemy.

It strikes me that the TSol is better at doing damage whereas the QMS is better at destabilising/weakening foes.

Marksman offers an instant reload, up to 50% multiplicative fire rate bonus and up to 45% accuracy bonus for 7-10 seconds.

It should never be skipped, unless you're playing a hipster build or something.
