I'm not understanding your plan. You said that you'd have Shepard at the center of the battles. As ME3 demonstrated, a lot of the ships in the fleet are weak against the Reapers. Ergo, Shepard is the only proven effective anti-Reaper asset.
Secondly, consider the successes at Tuchanka at Rannoch. I'm thinking much more along the lines of expanding such victories.

While I do aknowledge the effectiveness of a well planned ground attack, as demonstrated during the missons you mentioned, there is the issue of evidence during the Earth mission. While the ground forces did fight valiently, they were also taking considerable losses at a very quick pace. The other issue is that while the two missons you mentioned were amazing victories, they only succeded in destroying two Reapers, and they destroyed the Reapers under unusual circumstances: the use of a whole fleet and the use of a rare creature. The odds of pulling off victories like this enough time to eliminate all of the Reapers are not favorable, in my honest opinon.

I'll give him the point on ground warfare against reapers, though. If the reapers goal was to just blast the surface into oblivion along with everything on it, yes, ground warfare would be meaningless. The ydon't, they want to harvest organics, and are willing to be patient about it.
This means ground warfare can be successful as a stalling tactic (earth) or if there is an objective that contributes to a larger goal/effect (tuchanka).
Everything else I disagree with, as usual.
