That is obnoxious they give them the Hinterlands, just south of it is the worst hit by the blight, probably not that great in the Hinterlands either. Also, that is next to Redcliffe, a big and influential place now, is it really okay to just establish a permanent foreign presence next to it? I can see Fereldans being upset.
Also, with the Kocari Wilds to the south being all messed up (probably) the Dalish will have to deal with Chasind moving north, or possibly back south to get to their old tribal lands, and the Dalish don't like humans poking about, thus that'll cause issues.
That just sounds like a real bonehead move to place them there. The Brecilian Forest would have been a better option.
I don't think it's such a strange move when you think about it.
Redcliffe is a military fortress and likely a military province (a so called March) so it can neatly keep the elves bottled in and prevent them from moving into fereldan heartlands. On the other side we got Lothering and the Southron hills, the latter also likely being fortified.
It does not seem to be very populated, suggesting the place isn't very prosperous and the only inhabitants to speak of are Chasind, Avvar and frontiersmen. People that at best would only pay lipservice to the crown.
Given the climate of the Korcari wilds, I suspect the Hinterlands are not much better.
Whereas the Brecilian forest belongs to the Teyrnir of Gwaren, is right next door to the Bannorn and fairly hospitable when you're not too deep inside.
It's one of those "gifts" that costs you nothing. The Hinterlands was likely only nominally Fereldan in the first place. Hand it over to the elves and let them sort it out, sort of.
I suspect what happened was either that the locals got a bit upset about this or a famine struck the elves. Or they simply got insulted that the crown wanted to hand them -that-.
