The guns' performance has never really matched the lore unfortunately across all three games. At least they made more sense in ME1 even if wildly inaccurate. I love Conrad Verner's incredulous comments when discussing cooldown vs thermal clips in the refugee docks.
For Immersion sake, first bullet of all mass effect weapons must be pinpoint accurate.
