Abysmal continuity, lack of basic TPS mechanics until the third title and it's entire trilogy being outclasssed by single titles in the choice department makes it a "generation defining franchise"? No.
3 at least manages to have functional TPS gameplay and a plot that's relevant to the overarching story; 2 is just a poor man's Gears clone with dialogue options and a barely there plot that advances nothing.

I agree, most of the early recruit missions were not boring or tedious at all (which is in sharp contrast with ME 3's intro and the countless side "fetch quests"). What worked so well in ME 2 was the fact that many of the exploration and loyalty missions didnt necessary involve a bunch of random shooting violence. Using your puzzle solving skills aswell as a decent number of dialogue options for nearly every major ecounter made the game more than just a mindless shoot 'em up fest.

Pitiful carryover, minimal forward planning, a complete lack of progress on the overarching trilogy plot, a central plot that barely works as a framing device for a host of unconnected characters, and a thematic incoherence with the rest of the trilogy that gave unreasonable and unrealistic expectations to the players who weren't aware?
ME2 might have made a good spin-off game, but it was the worst thing to happen to the trilogy as a trilogy.
