and in every situations.

That`s why you have TWO weapon slots. Also, on some kits (any infiltrator, vanguard and other cqc kit) it`s totally OP and broken thing straight outta Hell. Unless we`re talking about consoles, where lower framerate cause it to lose around 50% damage to a bug, making it somewhat closer to a balanced weapon.
