Then you have to choose really uniting goal for the whole society and manage to take care of this society well enough. After you perform this simple task, oh great Blood Mage, I'll be just happy to be your slave even realizing that I'm just a slave :)

I think he'll actually like the idea. It sounds nice, really.

Mindless obedience is not intrinsically valuable. 

Control with purpose, growth and direction has some arguable benefit. The Darkspawn mindlessly perform the same tasks, the same actions, the same everything, with no hope of advancement. One thousand years from now, the Darkspawn will be doing the exact same thing they were doing 1000 years before. The Tevinter Empire expanded its borders, improved its infrastructure, increased its knowledge and assimilated their territories. For good, bad or indifferent, that is a form of progress, which the Darkspawn do not even begin to achieve.
