The only decent looking ones are Duncan and Isabella (DA2). I also made two good looking dark skinned characters by giving them Roman noses so they looked almost Middle Eastern but I had to use the lighter dark skin for them. Any darker skin tones (or the "black" skin tone itself) just aren't done correctly and look horrible on almost every NPC.
The new engine seems to have fixed the problem though:

I agree Isabela is not black. But I would like to point out that having "shiny hair"/ "smooth cheekbones" and being black are not mutually exclusive. I'm not entirely sure what you meant, but being of African decent does not mean you'll have any set qualities, other than (and sometimes not) darker skin pigmentation.
Anyway. I think part of the problem with making characters look non-European was a result of the past engine. Or at least I hope. Also, the Antivans are more Spanish, and less Latin@. Sadly.

I have never seen an (pure) African descendent without coarse hair. Have you?
The potruding cheeckbones is less common, but it is still fairly common--blacks typically have high cheeckbones. Unlike Isabella.
