Probably. Are Antivans dark enough, or are you looking for Rivaini?

Isabela+

Need more dark skinned folk. Would make the game better for me, but that's me. *shrugs*

Since we're not going to be in Rivain...

??? I don't get what you mean. Rivain is an entire kingdom of dark skinned people. And while the Vivster may be Orlesian I'm pretty sure she's ethnically Rivaini. So that's one out of the few characters we've been shown so far.

That'd be Rivaini. It's possible, though later games are more likely to take place further north.

So, we're finally going to get to traverse land with many dark skinned folk? Yay.

The latter already exist. The former... well, we may need a new continent.

The latter are Antivans, who even speak some Spanish.

It'd be funny if they spoke with an Andulacian accent, or at least, how teenagers sound in La Liena. I swear, it's enough to make your eardrums scream for mercy.

The dark-skinned people are not dark-skinned or African descent looking. The so-called Asians and Latinos appearance are not there either. The African(Moor) and Asian presence were evident every where.
You see the African(Moors) and Asian presence in many fantasy based movies. The Dragon Age dark-skinned characters look like Europeans with bad tans.

True.

The only decent looking ones are Duncan and Isabella (DA2). I also made two good looking dark skinned characters by giving them Roman noses so they looked almost Middle Eastern but I had to use the lighter dark skin for them. Any darker skin tones (or the "black" skin tone itself) just aren't done correctly and look horrible on almost every NPC.

The new engine seems to have fixed the problem though:

I don't care.

That said, likely so.

Edit: And Isabella is not black. At all. It's really quite painful for me to see people calling her black, with her shiny hair and smooth cheekbones.

I'm more curious as to why you would desire such a setting.

I agree Isabela is not black. But I would like to point out that having "shiny hair"/ "smooth cheekbones" and being black are not mutually exclusive. I'm not entirely sure what you meant, but being of African decent does not mean you'll have any set qualities, other than (and sometimes not) darker skin pigmentation.

Anyway. I think part of the problem with making characters look non-European was a result of the past engine. Or at least I hope. Also, the Antivans are more Spanish, and less Latin@. Sadly.

I have never seen an (pure) African descendent without coarse hair. Have you?

The potruding cheeckbones is less common, but it is still fairly common--blacks typically have high cheeckbones. Unlike Isabella.
