Dragon Age 2 was a bit buggy back in the day.
Still is even with all the patches.

Him being infused with lyrium, and that because of blood magic, could make for a nice quest that relates to that. Lots of possible scenario's to wave that into the story.

And no, no quests for him alone, there was plenty of him in the second game. If he appears he needs a reason and not to just be in a quest that says "presenting Fenris"
