Yeah if your playing on Normal you can't pair up until chapter 3, unless you turn the tutorial limitations off. Or maybe you can its just not explained, whatev. Yeah has mentioned you can just leave your units adjacent to each with does boost support and provide bonuses and a chance to Dual strike/guard but less than if the units are paired.
As for another tip: Like Sacred stones Awakening gives you the ability to grind,for better or worse. So if your having issues with a map, characters are falling behind or you just want to raise supports you can enter Skirimishes with Risen forces that randomly show up on the world map, Street/spot forces of old Fire Emblem characters and the DLC is repeatable

Yeah one of the main weakness of the game is that the tutorials go on for hours and still fail to explain things properly.
