I don't mind cameos if they serve a purpose and aren't just there for fanservice. I love Zevran, but his appearance in DA2 was just... so random and pointless. At least Alistair's cameo as King brought along some info about Ferelden and made sense as far as his being a head of state visiting another assumed head of state (Meredith).
The main problem I see on the BSN is that everyone and their mother demands the appearance of non essential, hardly noteworthy NPC's or party members that could be made important to Inquisition's plot, but really shouldn't be. For instance, could Sigrun, Merrill, Zevran or even Oghren be given important roles in Inquisition? Certainly, but why go through the trouble of crafting an entire backstory for their sudden importance when you could spend all that time and energy on making new and fantastically interesting characters?
Easy, because the appearance of a new character that could easily be filled by an older one is a little silly. I'm not necessarily saying a reinvention of the character ala Merrill...though I'm sure someone could make the point that she didn't actually change and that we barely saw her character, but let's not get into that (unless you have to idk). But say we need a keeper, one involved with demons, and the Eluvian....why not take Merrill? Instead of arbitrarily dismissing her in favor of a fresh face why not use a partially developed character and flesh them out.
I mean would you rather people you already know to fill that role or would you prefer someone who is basically that character, but not if you understand what I mean? Obviously you could say the latter, but I don't think that creating new characters simply to be new is any better than bringing back characters simply to bring them back.
Leliana fits, Cassandra and (athough I'm not 100% on this yet) Varric fit. If they bring back characters I hope 1. that it fits and that all the imports work (though the Keep seems like it will smooth out any problems.) 2. that there aren't too many just thrown in there and 3 That when a character they need is different enough that they create someone new rather than bringing back someone simply because.
