What class are you? If I am not a soldier then getting Kasumi and the Locust are a high priority. Mordin is high priority for the lab (plus Mordin is a decent squad mate). Jack is usually the last one I pick up. I like to have Grunt for squad incendiary when doing Archangel.

So Mordin > Kasumi > Grunt > Archangel > Zaeed > Side Quests/DLC > Jack (Sometimes Kasumi > Mordin)

Im a soldier i like having ZAED As extra firepower he also uses concussive blast.
and Jack as Pure Bitoic Power.
What class are you? and are you doing a new play through?

I don't rely on squad mates for their weapons no matter my class. They do 70% less damage than Sheppard. For Zaeed that can be brought down to 20% less damage through his class power. He can also equip the Incisor which apparently is bugged so that it does not suffer the same damage penalty. Nevertheless, I still pick squad mates based on powers, not guns. Zaeed rarely makes it into my squad, though I will use him when up against a lot of mechs for his squad disruptor ammo. My most common squad mate is Miranda with unstable warp and level 2 overload. Later on I use Thane rather than Zaeed for his unstable warp, throw field, and Incisor. Samara is also good with an assault rifle, reeve and throw. Lately I have taken to using Jacob instead of Jack. His 9 second cool down on pull sync's up nicely with Miranda's 9 second cool down on unstable warp, plus he has squad incendiary. Kasumi has an excellent cool down for Overload which I get to level 2. Her flashbangs aren't too bad either.

I have done a soldier twice and find it rather boring: adrenaline rush, shoot, cool down, repeat, over and over and over. I like Sentinel most. Adept was a lot of fun. Engineer is a decent class. I feel cheated when playing an Infiltrator since the Soldier gets a bigger damage boost from adrenaline rush than the infiltrator does from cloak. So I won't play Infiltrator again in ME2. Vanguard is the one class I just can't play. I am a horrible shot, especially at short range and I just don't like the idea of not being in cover and surrounded by enemies.

I am just about done with a 1-3 playthrough. I may do one more as an mshep. I have never romanced Jack. I don't like her, but other players say it is a good romance so I might try it. Maybe romance Ash in 1, then switch to Jack in 2. If I do I will be forced into being super paragon so that I don't have to take sides against Miranda. I would never, ever do that! If I do start again I think I will play as an adept in ME2 and an engineer in ME3. (I always play as an infiltrator in 1 with difficulty set to easy. I want to blow through that game as fast as possible. I really don't like ME1 except to set up 2 & 3.)

I generally go to Omega and get Garrus first, and that's strictly a roleplaying decision. Aria tells you he's under siege from all the mercs, so it sounds to me like rescuing him is pretty urgent.

Othewise, I get Mordin first to unlock the lab on the Normandy so I can have upgrades.

After Omega, I get Grunt then Jack. After Horizon I usually pick up Tali first (roleplaying again, but there's also the Tempest to get) then Samara then Thane.

I don't have the DLC characters unfortunately, so they're not a factor for me.

I read the rest of the thread. Turns out you are playing as a Soldier. I will give you a rundown of the order in which I play missions.

Soldier:
 1) Mordin to unlock Research Terminal.
 2) Garrus to get Vindicator. * If you have Mattock you can save Garrus to last. Personally, I never use the Mattock on Soldier any more.
 3) Grunt to get sniper rifle upgrade.
 * You can do Kasumi's loyalty mission here if feel like it. Does not really benefit the Soldier a whole lot.
 * You can do Zaeed's loyalty mission here if you feel like it. The Renegade route will net you an Assault Rifle Damage upgrade which is good for unlocking the upgrade which increases assault rifle damage to protections. If you go the Paragon route you can get a Heavy Weapons Ammo upgrade which is not all that useful to the Soldier.
 4) Jack.
 5) Horizon.
 6) N7: Anomolus weather detected (requires star chart from Illium). Has a damage protection upgrade which should unlock the Hard Shields upgrade by this point.
 7) Thane for the Viper sniper rifle.
 8) 3 more missions to unlock the Disabled Collector Ship. 3 Firewalker missions are good; whatever the first one is called, then the Volcano one (which unlocks another mission) and then mission that was unlocked are my preferred choices.
 9) Disabled Collector Ship. Choose new weapon from the Widow, Claymore, or Revenant. I prefer the Widow or Claymore.
10) Do whatever.

Infiltrator:
 1) Mordin.
 2) Garrus for the SMG damage and Tech Damage upgrades.
 3) Kasumi loyalty for the Tech Damage upgrade.
 4) Grunt for sniper rifle damage upgrade.
 5) Jack.
 6) Horizon.
 7) N7: Anomolus weather detected (requires star chart from Illium).
 8) Thane for the Viper sniper rifle.
 9) 3 more missions to unlock Disabled Collector Ship.
10) Disabled Collector Ship. Choose new weapon from the Widow, or assault rifle training or shotgun training. I prefer shotgun training.
11) Whatever.

Engineer, Sentinel:
 1) Mordin.
 2) Garrus for the SMG damage and Tech Damage upgrades.
 3) Kasumi loyalty for the Tech Damage upgrade.
 4) Jack for Damage protection upgrade and Jack.
 5) Grunt.
 6) Horizon.
 7) N7: Anomolus weather detected (requires star chart from Illium).
 8) 4 more missions to unlock Disabled Collector Ship.
 9) Disabled Collector Ship. Choose sniper rifle, assault rifle, or shotgun training.
10) Whatever.

Vanguard:
 1) Mordin.
 2) Jack for the shogtun upgrade.
 3) Garrus for the SMG upgrade.
 4) Grunt.
 5) Horizon.
 6) N7: Anomolus weather detected (requires star chart from Illium).
 7) 4 more missions to unlock Disabled Collector Ship.
 8) Disabled Collector Ship. Choose sniper rifle or assault rifle training, or Claymore. I prefer Claymore or sniper rifles.
 9) Thane for Thane and possibly Viper (if you took sniper rifle training). * Can recruit Thane before DCS if you know you will take sniper rifle training.
10) Whatever.

Unless I desperately want to get Jack or Grunt ASAP, I usually get them in this order:

1) Kasumi (No matter what Shep, she's even more useful (/op?) than Miranda. Plus it makes sense to go to the Citadel first to get reinstated and check in with Anderson)
2) Zaeed (makes sense to go to Omega next to pick up 3 squadmates)
3) Garrus (His mission sounds more time-critical than Mordin's)
4) Mordin (That gives him at least two missions' worth of time to do some research before finding an immunity to the seeker stings which he roadtests on Horizon)
5) The others. Order depends on who complements my Shep in battle and who I'd like him to get to know/romance.

As you can see, RP-ing is a big part of my playthroughs.

You mention the Anomalous Weather mission in several of your scenarios. I used to go for that one before doing the Collector Ship as well. But now I do LotSB btw Horizon and Collector Ship instead since you get the same shield upgrade as well as a lot more XP points, money, and a new and useful hub.

Except Anomolous Weather mission is just one mission compared to three, which means I can research the upgrade much sooner.

Also, I prefer to play the Collector Ship as soon as possible so I can pick up the unique weapon/weapon training as early as possible so I can use it on more missions, including the Lair of the Shadow Broker.

Depending on your class and upgrade priorities (and possibly import bonuses), you should or could have the following by Horizon:
 - 2 SMG upgrades (unlocks SMG Shield Damage)
 - 3 Sniper Rifle upgrades (unlocks Sniper Rifle AP damage and Headshot damage)
 - 2 Shotgun upgrades (unlocks Shotgun shield damage)
 - 3 Medigel upgrades (unlocks both Unity upgrades; full health and full shield restore)
 - 2 damage protection upgrades (unlocks the Emergency Shielding upgrade)
 - 3 Tech Damage upgrades if you completed Kasumi's loyalty mission (unlocks Tech Duration and Tech Cooldown)
 - Missile Launcher and Avalanche.
If you completed Zaeed's loyalty mission, you could have either the Cain or 2 assault rifle damage upgrades (unlocks the assault rifle upgrades that increases damage to all protection types).

The 2nd and 3rd upgrades unlock the unique research upgrades. This is why I consider it so important to complete Anomylous Weather immediately so I can get the Hard Shields upgrade after only one (short) mission. LotSB is to long missions with no break in between, and you cannot get all upgrades from the Shadow Broker terminal immediately anyway.
