If it helps you sleep at night, believe whatever you want. I wish Bioware would just be honest about why they are generating day one DLC with every game from now on (I'm guessing the answer to that is, "EA has demanded it"). However, I can't really blame a company for wanting to get some small revenue out of a used game sale (or discouraging a used game sale altogether). Not really, it's a situation like Shale in Dragon Age.
They didn't have enough time to polish it on the level of the rest of content before they locked down the content for production. So, they moved it to DLC so they could finish it.
Thier story about the Hammerhead should be entertaining, at least.
