Zaeed, Hammerhead and an additional planet will be free.
The only caveat is that Hammerhead will not be released Day1 (but it shouldnt be too long after release).

For now, I just want to reiterate that we care about our customers. The people (most of you, in fact) who are buying the game new deserve additional content. This Cerberus content is *additional* and it was not cut from the main game and given away. For a game like ME2, Casey and the production staff would never allow that. We have spent thousands of developer hours on this free content and know that it compliments the main ME2 storyline.
Who is this? I have no idea who he is and why he's using the word "we" when talking about Bioware. He doesn't have the Bioware logo under his name.

I do my online gameing on pc but got mass effect for the xbox so want to use my playthrough data..

I buy Mass Effect 2 new, but I don't buy all my games new. So that better not becoming all to common.

Turns out that my shop is delaying the CE edition of Mass Effect 2. So i was wondering if registrating the card some weeks after release will be free and if the Mercenary Zaeed(I don't know him name perfectly) will be free, and if its only for a short time, then for how long?
I'm buying the PC Version.

Looks to me that they are encouraging PC sales ^^. Wich is good IMHO since Consoles are keeping gameing down (since dev's are creating for both console and PC, and whilst PC can handle more stuff, they keep the Console's power as the base line, a level that incase of the Xbox will probably stay the same for around 7-8 years. And then a new console comes out and they label it 'next gen' whilst it should have been called 'Stuff that we could do on the PC 5 years ago, but we where stuck with ****ty console hardware) >.>

Personally I thought the way that Bioware handled the release DA:O DLCs was done quite deftly, so I reckon it's a good idea to go down the same route.
Hammerhead sounds cool.

It's an EA-wide thing and even if you got a game used the codes that you need to buy are only like $10 so you would still be getting it cheaper.

Cerberus Network is 15$ or 1200 MS just like SHale. And it would only be cheaper when the game gets down to 40$ on cost and that would be 6 months down the line.
FUn little tid bit for all those curious about the DLC:
The announcement of Mass Effect 2's in-game DLC pipeline, "Cerberus Network," left some details unclear. For example, will DLC through Cerberus be free, since the network itself costs money to install for those without a code from a new copy of the game ($15, to be exact, as reported by Bitmob)? And will DLC only be available through Cerberus?
In a video interview with Joystiq (to be published later today), BioWare's Dr. Greg Zeschuk cleared up some of the confusion around the DLC portal. "We'll definitely have for-pay DLC down the road too," he said, revealing that the DLC through Cerberus will be free. "It's not going to be all free DLC for Mass Effect 2 -- far from that. There'll be paid DLC packs, and there'll be stuff available through Cerberus as well."
The way Zeschuk puts it, there will be two separate types of DLC: free material that is offered through the Cerberus Network and paid DLC that can be purchased without Cerberus (through BioWare or Xbox Live Marketplace
