There's no indication that they're starving. We don't even know if there are more or less Dalish among the clans. Given that according to Dalish lore they were primarily (if not exclusively) the old nobility of the Dales, I'd say they've done quite well for themselves in terms of spontaneously starting up a nomadic society.

Relatively. And if they were the nobility, it's coincidental; fleeing Orlais' strangulation was by choice.

I don't think the homeland will help the mentality. I think that even if the Dalish had a home, right now they'd try to re-create the Dales instead of create an elven nation. Merrill is a step in the right direction, but I think they need far more radical reformers to restore their society.

It's why I personally think the restoration of the elves as a people has to come via the CEs, not the Dalish.

The city elves do not seem to have anything inherently valuable or unique aside from maybe having more knowledge of how cities work. That will, of course, be useful, but not in terms of setting up a cultural identity... and when you've only had two examples in your entire race's existence when your race wasn't being squashed by humans, you'll naturally gravitate to recreating that. Could there be something new? Perhaps, but it won't be based on the poverty-trapped Andrastian-brainwashed Alienage culture, ideally.

City Elves got their own unique traditions and customs... They are in no way inferior to the Dalish. Actually City Elves have managed to create an identity of tehir own, whereas the Dalish cling to something they don't even comprehend themselves. If a new Elvish nation were to be created, I would want the City Elves in charge of it, and the Dalish could chose to adapt to their customs, or remain exiles.

Well, City Elves are largely Andrastrian to my knowledge, and they consist atleast half probably more of the elven population.  I doubt they all would cast it aside easily.

I could imagine them forming their own brand though, perhaps bring back Shartan.
