Just finished up Feros and the Salarian merchant is gone. I looked on the wiki and couldn't find any reason he might be missing. I never killed Shiala before but I did this time. Could that be the problem? The colony is still OK. Apparently one colonist died, but I think that was Faidan. I am pretty sure I didn't kill any and it seems unlikely that out of 16 colonists the one that died would be the Salarian. I did buy the Halat license from him before heading out to the Exogeni HQ. So where is he now?
What happened to the Salarian on Feros?

Fai Dan always dies. Are you sure you (or one of your squadmates) didn't accidentally kill the merchant? The salarian charges at you on the walkway just before you turn left to the entrance to the Thorian lair.
The only reason he isn't there should be if you kill him, and I don't recall hearing about any bugs about him.

Well, if he does come charging at you mixed among all the creepers that may explain it. I thought all the colonists just stuck to cover.

All the others stay put, but the salarian comes charging at you in the middle of a wave of creepers. I killed him once, when he got caught by my Lift.

Really? I never killed him. Kept him alive and sold stuff to him after I destroyed the Thorian.
