Is there any particular reason to Connect To The EA Servers in this sequel? ME1 did not "force" a connection.

I don't particularly know about EA severs. There are several free DLC available. Not sure how you get your DLC on the PS2. On xbox you can get the DLC direct from the ME2 main menu screen. You don't need to connect to the internet to play the game or anything, but you can get those DLC.

At launch you needed to connect to the EA servers to access the Cerberus Network. You need to connect to download any available content.
At this point, you may have to purchase the Cerberus Network as DLC, but the Cerberus Network will allow you to access some DLC for free. Other DLC is paid. Without the Cerberus Network, all DLC is paid DLC.
The connection also allows you to see what DLC is available.
