I think that Celene will be present, but it's not sure until the book came out.
Regardless, I doubt that you'll be able to romance her.

We know she was apparently open to a politically advantageous marriage (with Cailan) at least.  Though that doesn't necessarily say anything about her orientation.

edit: And a political marriage with Celene would be a bit too much of a repeat of Anora in DA:O, I think.

If there was a political marriage epilogue it would most likely be limited to a male human Inquisitor.

I don't know that they'd go that route however, as it looks like this time around the Inquisitor is a foreigner. The human Warden in DA:O was a native of Ferelden and from one of its most noble families. The human Inquisitor looks to be from Ferelden as well, and would be a foreigner in Orlais. Also for all we know, the human Inquisitor might have been born in a stable. (in other words, well below Celene's station)
