If we're talking about lovers, it'd silly to restrict it to elves, unless Celene likes only elves. Regardless, according to the book's writer, people know about Celene and her elven lover, and don't care. In Orlais you're free to love who you want (incest seems one of the few limitations), no matter their (humanoid) race.

One, we haven't met the woman and don't have a real gauge of her feelings towards elves, so don't immediately assume she's Bann Vaughan 2.0.
Secondly, keep in mind that elven prejudice has been the norm within Thedas for centuries. No ruler, no matter how powerful, can instantly end that prejudice with a single proclamation. Even if it's against the law to express hatred towards elves, nobles will still beat their elven servants in private and city guards will still look the other way when elves wind up dead in the gutter. Even gradual change will face major resistance.
Thirdly, improving the lot of elves is not the only agenda item on Celene's "to-do list." She must also play the Grand Game to keep that throne, which is basically what she's doing in the Masked Empire, and try to keep certain elements from instigating war against a weakened Ferelden. Now there's also the mage-templar war to worry about, even though that doesn't strictly fall under her demesne.
