The problem with Leng is that he wasn't portrayed as intimidating enough in the game. For instance, in Metal Gear Rising, the first time you encounter one of the bosses, he beats the crap out of you. Leng kills an asthmatic assassin and runs off.
As a concept, I like the character a lot. In the books (well, book, the one he was good in) he demonstrated the real Cerberus, the ugly yet fascinating machine of lethal force, racism and precise brutality. The subtle things about Kai Leng were his reactions. He was disgusted by a naked asari, he was manipulative enough to get past Aria, and had the willpower to persevere despite being badly wounded. He was a villain, sure, but he was a damn good villain. Just a shame we didn't get that impression in the games. He should have served as a wake up call to Shepard about what Cerberus really was, not just be a cardboard cutout.

Machines break, though. I'd still like to have my SOG with me in case I got hit by an Overload and my fancy gear shorted out.

A sword like that is much more dynamic and effective at close quarters. Not to mention it would be a additional tool in the Cerberus' operative arsenal, and not the only one.

The tech is old hat, but they can still kill you dead just fine. It makes the Phantoms damn near impossible to engage in melee combat unless you're a good or lucky enough shot to break the sword.

Sure, I guess if Kai Leng needed to shave without burning his skin then his sword would be worthwhile carrying around.Not to mention it would be a additional tool in the Cerberus' operative arsenal, and not the only one.

I doubt that was why Phantom were such deadly enemies. Cloak was a defensive move triggered when they were low on health.
