First, a different voice actor. No disrespect to Troy Baker, but he didn't pull it off. He came across as too self-assured and childish. Get someone who's more intimidating.
I wouldn't change too much about the Cerberus Coup. Him killing Thane was good.
The Thessia confrontation needs extensive reworking. Do not have him pull out a drone to project The Illusive Man's hologram. That whole scene was a disservice to TIM and did nothing for Kai Leng. Instead, let Kai Leng do the talking. Let him voice his motivations, why he's working for Cerberus. Let Shepard chew him out for killing Thane (or Kirrahe, as the case may have been).
And for the actual fight, no freaking gunship. Let Kai Leng overcome Shepard by his own merits. Maybe even have it work like Object Rho in the Arrival DLC. But just don't make it feel like Kai Leng cheated against Shepard rather than actually beating him with his own skills.

It will at least make him a more serious opponent. I also heard somewhere that Bioware was originally going to make it to where if he beat you,you had to sacrafice one of your squadmates,that would have been cool.

If he was a party member back in ME2 rather then to just be a lighting rod of hate that he was in the book and ME3 then he may have been a more interesting character at the very least.
Also think of how creepy the romance could have been.

I wasn't really bothered with Kai Leng's concept per se, but I think it's a shame that his characterization doesn't go further than sending a troll email.

If Kai Leng was actually build up as a credible threat by establishing him as a dangerous, cunning and competent soldier who is an equal to Shepard, and not just as a dumb MGS reject? Then yes, I do think people would be much more okay with Shepard being beaten.
Granted, I do think the fight on Thessia would have to be redone. Have Kai Leng, through some sort of trick (could be the gunship), seperate Shepard from his squad and take him on in a one on one fight would be the best way to do it.

That's hardly the actor's fault, as in "not pulling it off". His interpretation might have been unlike something you would have preferred, but it's still well done. The only improvement would be showing more clearly how Thane is far from his former capabilities during the actual scene, or how using concentrated Biotics was probably not the healthiest decision for his weakened body. I laughed though, when Thane points that out in an unusual bragging fashion on his death bed, and Shepard answer slightly uncertain "I'll... spread the word."
The whole problem for me is actually that Kai Leng shows rather too much personal interest in Shepard - that dreadful email comes to mind. However, I still think the gunship was the best decision. Players will never fully accept their main character loosing to an individual in a cutscene. Ever. (That's of course not a fact but my personal opinion, however I stand by it.) The way it is presented in the game, he didn't actually best Shepard - he just cheated. Because that's what bad guys and dishonored ex-soldiers do. For me, it's a lot easier to accept it that way: If it is out of my control, than at least have it be out of my character's control, too.

An average Phantom is more intimidating than Kai Leng because of less pointless talking.

Other than that he's kinda nice, might as well be a part of the crew. He both talks and looks like a good guy I think. Having no real problem with him other than the armor.
