I have maxed manifest and don't really care, but the only thing I'd change is Reegar to UR. For characters I don't give a damn, since the Volus and the ACA weren't really hard to get.
The weapon/character(s) that you feel should change in rarity.

Some ultra-rares are most elusive.
Were it truly ultra-rare, one could play a thousand hours and never get it.
I mean there are people who have not gotten all the N7 classes yet thanks to the store.

And buff the explosive ammo and add damage boosts to cryo ammo.
The other issue is the rare and ultra-rare heaviness of unloxkable items.

The Avenger should be Ultra Rare. It's the only one that's explicitly deadly on full-auto.

Increasing the pool of common and uncommon items would be very unfriendly to new players. When I started playing it seemed to take ages to get even a few of the uncommon weapons to decent levels. If there were more uncommon weapons then it'd take more even more veteran packs to unlock them all to decent levels.
Buffing the weapons that are underpowered for their rarity would be a better tactic. Or introducing a "bargain spectre pack" that cost less than a regular spectre pack but only dropped some of the less popular/powerful rares.
On the other hand I'd like to see the Female Quarian Engineer and Female Quarian Infiltrator trade places, probably balanced by swapping the Salarian kits too. Not for any balance reason but because in SP Tali is the signature engineer so it's annoying in MP that it takes a while to unlock the most equivalent character.
