Why isn't Conrad Verner a romance option?

Because half of the justifications in Mass Effect's romance options are ludicrous enough as is - do you really want to bump uglies with the BioWare equivalent of Creepy Twi? ME3 and its DLC are essentially over and done with, and it's fair to assume the next Mass Effect will be avoiding minor characters like conrad, so I'm going to say no.
