I was wondering how I can alter npc's with the toolset

Afaik you have to create a new Morph for them. For which you need to Morph source from bioware, it is on the Wiki ,follow the link "Art"

thanks! I can change their heads now.
Now I'm wondering how i can change their clothing/armor. Would be fun to start the game as a city elf with your cousin wearing massive armor or having Morrigan in a chantry robe

can someone post the link for the thing you need to edit companions in the toolset? i couldent find the link on wiki
