In multiple instances of the story, the character has been shown giving many nonsensical songs, with a few lyrics in them which stand out. These verses, at first appearing to be the usual gibberish, have all ended up in some way coming true, and playing out in the story. Patchface has essentially, whether through coincidence or supernatural assistance, prophesied major events that have come to pass in later books of the series.
I suspect sandals may end up serving a similar role, albeit in a less cryptic sense. And he already seems to have done so, and shown that he has some form of powerful magic, in dragon age origins and dragon age 2. I just think those abilities may end up being explained or expanded upon in the next game.

Seriously though, I have nothing major against him, it's just that I don't find him as amazing/endearing as so many others seem to and I would rather not have him do/say anything truly important to my character's story. As far as I'm concerned, he's never done anything too worthy of notice. I never cared enough about him to keep clicking on him until I got his "prophecy" in DA2 and and his whole "not enchantment" in the deep roads I just play off as him having access to a frost bomb or something similar. If he had "powerful magic" I would actually get angry at Bioware, which I've never really done, because Sandal is a dwarf and he should not have magic of any kind beyond enchanting, which I can accept. I understand that Bioware can decide to override their own lore by giving Sandal magic and giving some awesome, story-inspired reason for it, but then I feel like their would just be something wrong with that; like they purposefully took this minor, really unnecessary, totally irritating character and made him magically magical for no reason... But that's just my personal opinion and not worth a bunch really. lol
Also, I think Patchface is a more endearing character than Sandal anyway. So I really wouldn't choose to put them in the same category.

Think about this for a moment sir. Think about what it is we see in the game.
Hawke's mother lashing out at them for their siblings death. Hawke decisions in every side mission, even those not brought along for. Hawkes activities with his or her love interest, and their subsuquant banging.
Varric is either more informed than a shadow broker, or he has some sick problems in the imagination department for what needs to be told to his interrogator.

It's not really his predictions that bother me though. It's him. Like "I am going to brutally murder your family, Stannis. I shall wear your daughter's entrails as a crown." Kinda malevolent. I just read his wiki page and it's probably what Melisandre said about him. Of course she has reason to dislike any other prophetic power so eh.
Know what the real question is though? Do mermaids really exist in aSoIaF?

DA2's frame narrative opens it up to the criticism that Varric lied or embellished.
Mike Laidlaw even mentions The Usual Suspects in one of the DA2 dev videos. That movie ends with the narrator of the story within the story turning out to be the villain, whose story was a complete fabrication.

There are rumors that Sandal is half-dwarf and that his biological father was Aieducen (the dwarf noble's father inDAO) and his mother was a mage (some say human and others say elf) and that would explain his ability to have magic.
The source of this rumor in game was a rumor overheard by Hawke from some crazy carta members in DA2: Legacy which is not exactly the most trustworthy source of info in Thadas.
