Just got done with the boss fight in ME3 Citadel and watched that boss toss one power right after the other without any cool down whatsoever. This got me wondering, do enemies in ME2 suffer from cool down? Not that it matters since they aren't tossing powers one after the other. But it would be interesting to know if they have their own AI when it comes to powers or have the same cool down characteristics as your squad mates.

Sort of. With the exception of the ME3 Citadel DLC, no enemy has any real "power" to use that requires a cooldown.
Enemies tend to have "delays" rather than cooldowns. For example, if you remove a Marauder's shields, it will replenish them after a short delay. This is editable in the coalesced. You can also increase the rate at which enemies that throw grenades or drop smoke, but i have no idea if that is rate (in seconds) or a percentage chance to throw.
Only ME1 enemies had cooldowns, as you had powers (Damping) and ammo mods (Radiation Ammo) that increased enemy cooldowns.
And which class/boss did you fight? I know I played the Engineer a couple of times and once the boss cast three Incinerates in a row much quicker than my Engineer could ever hope to achieve.

I was fighting a Sentinel who would toss incinerate (why doesn't my Sentinel get incinerate?) and warp one after the other, boom, boom, boom.
As to powers, I was thinking of the enemy engineers and vanguards you get in ME2. Hard to tell if their drones have the same 30 sec cool down Tali does, or the 12 sec cool down on incinerate. They don't really use them enough to matter. Certainly not the way the Citadel boss does.
Added: I do think those Cat6 Mercs do have some kind of cool down on their drones. It is not a very long cool down, but it is noticeable. Also their hex shields seem to have a cool down. It does take them a bit to get the shield back up after you take it down.
