Can you just jump right in with persona 4 or do you need to play all the past games? I have also heard that the shin megmai tensi games are connected do you need to play them? (I am so confused)

There's things in the game you'll be able to recognize better if you play the past games. There's some connectivity but the plot does stand well on its own imo. I actually started with Persona 4 before I went back and played Persona 3. I plan on playing all 5 Persona games one way or another at some point. If you can I recommend you at least start with Persona 3. As far as the main Shin Megami Tensei series, Persona isn't really connected to it outside of the Personas you can summon.

You don't need to play P2 and 3 to enjoy P4, however there are a bunch of references from P3 in P4 that you will miss.

Like Reezy said though, P4 stands well on it's on, plus Naoto.

Thanks. I think i will grab persona 3 first on PS2 (unless it is available on PSN) and then persona 4. What is the difference between the regular persona 4 on PS2 and persona 4 golden on the vita?

I would suggest get Golden. Golden has lots of new content(new scenes, dialog, events, characters, social links, a whole new ending) and expends the story further and also expanding the Ture Ending.

Golden is probaly the only reason I would get a vita. If you have a PSP I would recommand P3P as it also has new ocntent, along with the option to play as a female protag who is a diffrent character then the male protag.  Though both P3 and P4 on the PS2 are fantastic.

Good call.  4 is the better game IMO, but 3 is awesome and you wouldn't need to play any of the previous to understand any of the persona games.  Wouldn't bother going back to play the oldest ones though, just my opinion.

Persona 3 FES (ペルソナ3 フェス, Perusona 3 Fesu) is an epilogue and enhancement for Persona 3. It serves as the 5th entry in the Persona series, and it contains an estimated 30 additional hours of gameplay over the original Persona 3, most of which comes in the form of an epilogue called Episode Aegis in Japan and The Answer in the localization. FES was released in two versions: One version containing both The Journey and The Answer and the Append version, containing only The Answer.

I didn't like the "expansion", it was nowhere near as good as the campaign.  It's just extra dungeons and doesn't really add to the story/school simulator which is the most fun part of persona for me and it's what sets persona apart from the shin megami tensei games like nocturne and strange journey.
