Right, Let them keep their secrets during peace but once word reached the Asari about the beacon, the plans of a council Spectre(Saren), and Reapers the asari were in a place to do *something* and chose to do nothing. Even if the Councilor had no idea about the research...then. It still doesn't excuse the "highest level of government" and their out right inaction and refusal to even entertain the possible idea of the reaper's return. And in ME3, when a council representative is told of a Prothean device that could stop them. No one bothers to inform the Asari councilor (or she knew and did not inform anyone) that they had a device that could aid the cause until it was damn near too late.
@Duskwanderer, Oh yeah Ashley called it clearly in ME1. When push comes to shove they will look out for themselves.

Why bother? The beacon's destroyed and you can't hide newly discovered tech nearly as easily as you could something that you knew of before the Citadel government was even found. The Council's own rules should be sufficient.CynicalShep wrote...
