EDI explicitly says you need the cypher to comprehend the beacon (after you've discovered the true nature of the beacon, and not when you see it for the first time). We're told that the species in our cycle couldn't activate prothean beacons, as we were not evolved to the same mental capability of them. Did the scientist assume the asari would evolve it, or that some protheans would emerge from stasis to activate it? And if the Asari couldn't activate the VI...how did they learn anything?
That leads to three equally stupid possibilities...
- The asari could activate the VI and knew about the Reapers. Problem: Shepard, Liara, Javik and EDI are wrong. Benezia was lying (or thought Saren is a way bigger threat than a reaper invasion). And the vendetta VI is also talking nonsense.
- The asari got technology, but not the reaper warning. Problem: Why would the VI grant technological advances to the asari without warning them about the Reapers? That would make the protheans complete morons.
- The asari didn't get any information out of the beacon. Problem: We're told that the asari are the most advanced species because of the beacon.
I guess it is possible that the asari have been deriving their technological head start simply from studying the operation of the beacon, rather than actually accessing the information it contained. That's still the most likely explanation, imo. The Asari got a head start compared to other races in our cycle, but the beacon didn't spit out a new technology every 10 years to ensure asari dominance.
And again, even if somehow the asari could have activated the VI, Vendetta is programmed to withold the relevant information until the crucible is complete. The game makes this crystal clear, and doesn't really leave any room for speculation. Revealing the beacon earlier wouldn't have change anything (well, maybe it would never have activated).

My guess is that they were running out of ideas after Rannonch. So why not throw a beacon in? Why not throw in another VI? Why not make this impossible challenge come up with Reapers, and hookers, and Black Jack? Yeah, with a space ninja. Hellz yeah! And a prothean too, yes! This is gold! Liara badazz time.

I suppose what I said applies equally to her replacement. I did a no import playthrough of ME3 and couldn't tell the two of them apart.
I mean, compared to the way that the other councilors constantly harangue you throughout the series, the asari councilors just seem to be complete lightweights.

Because they were 2 different pieces of hardware. One was made so it can only be interacted with by organics (beacon) in order to hide it from the Reapers (who are partially organic, hurrdurr). The other one was free for all like the cache on Mars.Barquiel wrote...

I admit that the fact no one managed to pick up on the Reapers before Eden Prime is very difficult to accept. Humanity was able to get enough from Mars archives to quickly build starships, but came across nothing about the Reapers until Liara had a look?
