ME 1 how to level up Liara

I don't have much experience with biotocs and wonder if anyone could provide some basic tips on how to level up Liara? My Shep is an infiltrator, and I am planning on keeping Wrex as well. Thanks for any help

Since you are an Infiltrator, you should have both Electronics and Decryption covered for unlocking (I usually try to get these to rank 9 Master as soon as possible). So for Liara, you want to focus on all her biotic skills, and ignore First Aid and Electronics until perhaps later in the game.
For Liara, I would try to get at least one point into Lift and Singularity as soon as I can. I am not a big fan of Stasis on Liara. I prefer using Stasis on Bastion Sentinel Shepard or Bastion Adept Shepard since you can damage enemies in Stasis with those characters. However, Stasis on Liara does provide you with another crowd-control option should you want to use it.
Do you want advice on Wrex? I like to max his armor, Immunity, Barrier, and Krogan Battlemaster passive. Anything else is a bonus.

For electronics - does the game use the sum of all the party members electronics skills, or just the level of electronics of the party member with the highest level?

The latter. If you have electronics skills yourself then there is no benefit in building up anyone elses until they supercede you. Same with decryption.
EDIT: Actually I take that back. There isn't NO benefit. Aside from the fact that it opens the Overload abilities, electronics also increases shield capacity. Tali particularly can turn into a real tank with her shields pumped. And decryption increases mine damage and unlocks Sabotage.
But for bypassing objects, vehicle repair or unlocking lockers and crates, no, only the highest score counts.
