If the developers receive less than 25% of the income from the sale (which is very likely), they don't make their money back from the first billion.
Is that simple enough for everyone here?

You are aware that R* is the publisher and developer (R* North) of the Grand Theft Auto series, right? (Take-Two Interactive is the distributor)

All of the profit falls under the Take-Two umbrella; which will likely help go towards of the budget of Grand Theft Auto VI. Take-Two profits, R* profits.
