One could say that marketing dropped the ball for ME3. It looked like another generic bald space marine showdown that Earth/pseudo-Earth is involved in in the ads/tv spots. Also I never once saw a poster or ad for it in print/other media.
Yeah that was the problem with ME3, marketing.
But yeah ME3 got more money than it should have.

Beating out the runner up non MMO game by a massive 166%. And thus probably beating out most games by many hundreds or thousands of percent.
So yes, it is phenomenally more expensive than other games.

Anyway, I'm not surprised nor do I care that GTA is likely the most expensive game ever made. It made its money back in less than a day, and the cost I think is realistic for the scale and quality. I don't know how much Mass Effect 3 cost or how much it made, so I can't comment.
