It's not really a true romance. There is no mention of Kelly having dinner with Shepard other than by Kasumi in ME2 (though she hears about everything on the Normandy). The only mention of it in ME3 is when you meet her on the Citadel. And even then, it's basically just two old friends, who haven't seen each other in a while, meeting up again.

I still think it's inappropriate to have pets on a ship that gets shot at as much as the Normandy does. If you were on a helicopter flight through the middle of some war zone, would you take your dog or cat with you?

Not exactly, but the Normandy does enter war zones regularly, even if the entirety of space is not a war zone. The first Normandy did get blown up, after all, and the second one crashes twice (Collector base, garden world at end of ME3). If Shepard likes animals enough to have a pet, why bring them into that kind of dangerous situation?

It's kind of like Dogmeat in FO3 - after finding him out in the wasteland, I'm not especially inclined to indulge his apparent delusions that he can kill Giant Radscorpions by charging at them and biting them. I end up taking him back to my Megaton house and telling him to "stay" for the rest of the game. :)
