Are bullets metal with energy or something? Say if a guy in the mass effect universe had a revolver as an antique but decided to test it out  one day, would it shredd through shields?

Slugs are generally shaved off a block of metal inside the weapon. Sometimes during the slug creation process they may be coated in various materials such as tungsten or phasic plastic. Antique bullets would not be very effective since they travel at much lower velocities than mass accelerated slugs. You should read the codex pages on weapons. Also, consult individual weapon descriptions in ME3, or read the description when you acquire the weapon in ME2.

Depends on the shield settings. Remember, the shields are tipped off by incredibly-fast-travelling particles, so, as long as you've set up the generator to react on that impact force, the shield will work. It's dangerously close to normal speeds in comparison to the mass effect guns, so it could be tricky by the lore. It can happen that you get killed by a "slow-moving" bullet, but yet again, it does save you from explosions, so it must be able to deflect the bullet as well.

They cut a VERY, VERY small piece off a metal block and accelerate it to 100000m/s. Those are not bullets, but molecular mish-mash with huge impact force per surface.
