Hammerhead as DLC essentially guarantees lots more DLC.

Just think about it. Hammerhead as DLC means that it almost certainly won't be integrated into the base game. That means that Bioware developed an entirely independent game mechanic JUST FOR DLC.
Designing the Hammerhead, as well as the controls, physics, weapons, and enemy AI must have been very expensive and time consuming. The only reason to invest so much money is if you forsee recouping it through DLC sales.
Trust me, unless you are somehow able to use the Hammerhead on planets included on the disc, we are going to be getting the kind of DLC support we were promised for ME1.

As of now it quiet obviously looks like thy removed the thing and added it to an DLC with a price tag.
Hence you got a ton of pissed of costumers, adding all the suckers that still claim / think its gonna be free

Heh, maybe you will need the Hammerhead DLC in order to be able to get further "planet" DLC, which require a vehicle for travelling between points of interest. That would make people so mad, it'd be glorious. Much nerd rage to be seen.

The Hammerhead should've been in the game in the first place. If it's free, it's not even really DLC then... Other than that they packaged it seperately from the main game on purpose to fool you into thinking as much.

Since the Cerberus Network Card included with new copies of the game only provides free access to the Day One DLC and the Hammerhead DLC is stated to be released AFTER launch, I would assume that the Hammerhead DLC will have a fee associated with it. Don't set your hopes on it being a free download. It'll probably be 1200 MS points or around $12-15.

maybe you should read links before you post them. It clearly says that the new character, new items, and the Hammerhead are all part of the "Cerberus Network", which is either included or a one-time purchase.
Everything mentioned is part of the same package, just not all at the same time.

ehm why not just leave Hammerhead in the original game then and add any futher aditional content via DLC for it later on?

That's extremely unlikely. For a game mechanic like a vehicle you need specific areas designed for its use. They can't have just removed the vehicle and left the areas in. Therefore, there is unlikely to be any content in the base game that the Hammerhead would fit with. Therefore, any areas that let us use it must also be added by the DLC. Therefore, the OP is likely correct.

So first they remove the Mako and by inference all instances of planetary exploration in the vehicles and now they're going to sell/give us the vehicle with no instances of planetary exploration?

No no, they sell/give the vehicle, then they sell us the individual DLC planets that you can only explore with said vehicle. No vehicle, no DLC planets.

Sorry if I've missed something, I don't visit the forums frequently, but is the Hammerhead THE planetory exploration vehicle? And hence we can't do any planetory exploration quests unless we've downloaded it?
We can land on the planets by drop ship, but it's in a small area called a "N7" mission and we do the mission and get out. The Hammerhead is the Mako of ME2, so you can't just drive around without the DLC.

In that sense, they may have planned the main game purely as an on-foot adventure.
Possibly, the entire DLC includes an array of extra content cut from the core game that BioWare thought wouldn't appeal to some players, but that they still wanted to have implemented. And that's why it's all been compiled together as free content for those who would like it.
That's just speculation, though.
