In other words, buckshot is distinguished by its size. And since the shotguns fire tiny pellets, it's not going to qualify.

Shepard has shields either way, you can see this in a couple of bits in ME2 and ME3 where you're without armor (such as the infiltration of Hock's party in ME2). Laboratory use? Industrial use? Military use?
I can guarentee you with near certainty modern chemistry has given has more powerful chemical explosives than were available in 1890. How widespread and cheap those explosives are is another matter.
