Yes, but the bar in the weapons selection screen will not reflect this.

Isn't it like a curve though with the gains lessening as you increase your recharge speed? e.g. there's a bigger difference in cooldown speed between 0 and 100 recharge speed than there is between 100 and 200.

So whilst you can go over 200% it's not really worth it... I may be completely wrong on this mind.

Entirely depends on the powers base cooldown.

One a power with a low base cooldown even large cooldown percentages offer little effective return. It's why running a heavy weapon Fury build isn't nearly as punishing as some random lobbies believe (or most PUGs really don't like the Raider on a Fury for whatever reason ...).
On the other hand of the spectrum, a power with a high base cooldown, even relatively small percentages can mean noticeably faster cooldowns and more effective gameplay.

Diminishing returns yeah. Awakened Collector is about the only one that benefits from greater than 200% CDs and that still minimal benefits IMO.

Yeah, it gets negligible.
All you long-timers know this, but for any relative newbies, check out the gameplay mechanics thread

Recharge speed = Base / (1+sum of cooldown bonuses)

For example, going from a cooldown weapon weight bonus of 150% to 200% on an 8 sec base power (and adding the rank 2 25% benefit):
8/(1+0.25+1.5) vs. 8/(1+0.25+2)
2.91 vs. 2.46 seconds

Even a little faster on Gold and Plat since game speed is faster than the actual listed CDs. I forget the global modifier maybe 5%?

I didi this too instead of advancing my work :huh:. Well, I never had looked into it... and I should have.
U just gotta grab something around 150 % total between weapon and the rest.
