You guys know this is relative expense, right? I don't think he's saying the sex-cutscenes take up 3/4 of the budget.
Personally, I don't really care if there will be a genuine *sex* scene or not because I want my romance to be well written and executed. A nicely done intimate scene as culmination of the characters' relationship would surely be a nice extra, but it's not that important to me.
If, however, the sex scene would be done like, for example in Mass Effect (only the first one, though), that would make me very happy. I think that one hit a nice note because it didn't suggest the act alone, but also the relationship and intimacy behind it.
