Basically, when Bioware is making a decision as to what to work on/prioritize right now do you think they care more about how much money it will cost to implement or how much time? My guess is time. The game has already been delayed a year and after a certain point, people lose patience quickly, both customers and corporate overlords. (I'm not complaining about the delay to Fall 2014, btw, I was actually happy to hear about that.) Also, as some Bioware employee's have said, you can always get more money if adding a feature will increase revenue by more than it costs.
Which is the bigger limiting factor in developement right now: time or money?

Honestly, time and money are really the same thing. A good chunk of the development cost is paying the salaries of the developers. If you have 100 people working on a project making $50,000 a year, that's $5,000,000 in salaries each every year of the project. A five year development cycle, you are looking at $25 million dollars.
Any delays or pushback usually have to assume that you will increase your overall sales by a figure that will exceed your costs for that time period.

Time is money and I am happy that they are willing to put forth the time to develop the game right. They rushed DA2 and it wasn't well-received.
If Bioware wants to maintain this franchise they need to keep their audience interested for another year.
They are doing well by releasing comics, books and movies to tide us over and they also kinda serve to pique the interest of new people
