Essentially this takes her from being one of the most powerful squad members in the game to being THE most powerful, since when all is said and done she can have one the following sets of bonuses:
+40% health, +50% weapon damage, -36% power recharge speed (Malian-Yakshi)
+40% health, +36% weapon damage, -50% recharge speed (Erdua-Yakshi)
This is in addition to a suite of powers and weapon proficiencies that lets her wield assault rifles, set up Warp Explosions, and Dominate mercenaries who are armed with heavy weapons.  The description of the ability will still list the original bonuses, but her actual health (displayed in squad screen), power recharge time (tested in game), etc will be increased with the aforementioned bonuses.

The downside is that the doubling of her bonuses only applies for the first mission, however if you visit the Shadow Broker base after each mission and have an abundance of Element Zero then you can reset her powers during each span of mission downtime, which enables you to effectively gain this bonus for the entire game (you might need to refrain from spending points until the loading/squad screen of each subsequent mission rather than in the base itself)
Since Morinth is not recruitable until well after you have gained access to Illium it stands to reason that you could easily have the Shadow Broker base unlocked before or immediately after recruiting her, and by that point you are halfway through the game thus the costs in fuel or element zero is negligible.  Since you gain upgrades and resources with each visit to the base after each mission then there is already a built in incentive to travel there, thus one does not have to go out of their way to do so.

The way the feature/glitch works is something to do with this:
It has been noted by others that when evolving her Ardat-Yakshi passive skill that description of the first three ranks changes from its normal description ("Morinth's ability to feed on the dying gives her unaturual increases to"...) to the description of Asari Justicar instead ("Samara's monastic training improves her...". What people did not know is that by evolving her passive skill fully she gains the full benefits of BOTH her skill tree and Samara's for that mission due to a glitch (or if you are the type who reload cancels a Claymore or uses Tech Armor to reset squad cooldowns then it is a "feature" instead, perhaps her simply "absorbing her mother's powers") Once the mission is over her bonuses return to their normal values (20%, 18%, 25%), but as stated you can use the Advanced Training terminal in the Shadow Broker base to repeat the process.

I have tested the health and power recharge in game, using Jack (whose powers I also reset and re-allocated simultaneously) as a comparable squad member to ensure it is not a bug with all passives, and to compare cooldowns. Morinth's health increases to 280 whereas Jack remains at 240, meanwhile Morinth's Pull recharges roughly 2-3 seconds faster than Jack's. Dominate and Shockwave seem to remain at similar cooldowns, though in the case of Dominate I believe her recharge timer does not start until her long levitation animation is completed, or it is possible that Dominate may not benefit from the Biotic Cooldown upgrade.

Regardless it makes her obscenely powerful paired with a Shepard who has Warp and/or against mercenary and collector missions with enemies armed with heavy weapons (which is to say ALL mercenary and collector missions)

Just one problem: I have only recruited Morinth once for all of 5 minutes so I could get Dominate and will never recruit her again now that I have unlocked it. :P

Enhanced Dominate on two characters in your squad (Shepard and Morinth) is dramatically more powerful than simply placing it on Shepard alone--even without the doubling of Morinth's recharge time--because it allows you to control more enemies and allows Shepard to use primary class powers more often.

Each character can only have one Dominate in effect at a time, and Group Dominate (like Area AI Hacking) is futile because the duration is not long enough against elite enemies, and because controlled targets will target the nearest enemy (i.e. the other controlled target in the radius whom also recieves a new barrier from the power)

Enhanced Dominate on two enemies on opposite sides of the field will break most encounters, since you have eliminated return fire from minion rank troops and the elite and boss enemies are now flanked from three directions and will invariably divert their fire away from your squad. This is especially effective against Collectors since by turning them against Harbinger (and allowing him to help kill them) you remove the threat he poses to you while simultaneously eliminating minions for him to possess after he perishes.

I have only chosen Morinth on one of my twelve play-throughs of the game, since I have only played Renegade once for the sake of seeing everything. That said it was by far my easiest Insanity game ever, with her along for every mission available and with Dominate as my bonus power, and that was without using this feature/bug to enhance her combat prowess.

I should have added: Thanks for the info. (Even if it is worthless to me, others may find it very interesting.)

I never saw the greatness of dominate, half the time they lie on the floor then they need to shoot at a target to actually get the same attention of a hacked target.or drone. Yes you can chain dominate a pyro to clear a path before you,but the pauses makes it slow going, risks a mook going for you while the dominated target is inactive and you are on CD and run the risk messing up the timing and getting the pyro in the face.
Had Dominate worked like AI hacking it would have been really interesting though.

Thanks for the info Darkstar Aurora. Even years after release this game still surprises me. Hopefully I can remember this and put it to good use in the future. Thanks again.

I found Dominate to be very useful for the Arrival DLC. Even if I can't bring any team mates with me, at least I can create some on the fly. For the "survive the horde" portion I just sat behind a workbench the entire time casting dominate every one-in-a-while. It was also fun to dominate the Pyros and have them torch their allies.

I tried that too, but it feels more fun then effective to me. Of course anything works if you abuse the pathing AI from cover. If I recall correctly keeping the pyro dominated also stop them from appearing in the next waves. Without the pyros the horde portion is fairly easy even without AI abuse, so the tricky part is getting the pyro into the red without being shot to pieces. So dominate doesn't really help with that.
I also find dominate rather unpredictable, sometimes they just stand there doing nothing, sometimes they still shoot at you (I think it's because of incindiary burning) and redominating doesn't reset it. In the final map of arrival it didn't seem like dominate worked at all, except the YMIR who promptly went after them. much like how AI hacking works.

Interesting info.

Though I bet this is a pure bug and completely unintended, unlike reload canceling and the squad cooldown reset on Tech Armor. :)

Kind of funny that Morinth's are doubled, even for just a mission while Kasumi's doesn't work at all :(
