Me, Garrus and James have been walking all arounf the camp on Palaven looking for looking for General Victus. We are growing tired, and James is starting to ****. Our standing orders currently is to Clear The Camp. From what we can tell, we have "cleared the camp"
Are we missing something here?

No seriously, how hard is it? The only real issues I have ever encountered with this mission are a Brute sequence that sometimes bugs out preventing me from continuing (I have to load a previous save).
First part: take out the all the husks. Then go to General Corinthus.
Second part: take out all the husks, then go back to Corinthus.
Third part: take out all the husks and Marauders.
Forth part: Take out all the husks, then the Brute.
Fifth part: take a long walk.
Sixth part: take out all the Cannibals, Marauders, and Brutes, then go to General Victus. Victus is at the far end of the map, about where the Marauders and Brutes were spawning. There should also be one last Cannibal in that area have to take out.
Seriously, that's it.

Yeah, there may be one last Cannibal, but he shouldn't be hard to find since he will shoot at you if you are anywhere in the vicinity. 
Its is actually harder to NOT get dragged into the cutscene than it is to find it.

Thanks for the encouragement RedCaesar. I had to double-back to the camp entrance to trigger the second battle, which spawned the two Brutes. My team had to take out the Cannibals and Marauders so that I could focus on the two Brutes using the one-time Reaper Blackstar weapon.

Mission objectives (or the routes to them) are not always obvious in ME3.
There is your problem, you shouldn't be on Palaven, you should be on Menae...Sasnak Kid wrote...
