If not human, then I dunno...orzamar would be ok if I wasn't casteless or the bottom two castes, plus I wouldn't have to worry about being a mage. Elf wouldn't be that great anywhere but if I had to, Dalish.

Orlais would probably be fine once you get over the accents. Nevarra and Antiva might be good too.
Tevinter and Par Vollen I'd avoid.
Ferelden would be ok if it wasn't for the Blight and the civil war.

Dalish Elf because of the freedom, the sense of family, the acceptance towards outside Elves, and the willingness to learn more about the past. Not to mention that some of the Dalish chicks are hotter than most human women.
Dwarf Noble because the amount of power and respect you get. I still get a warm feeling when I remember that one merchant fainting simply because I said 'hello' to him. The money too. Not to forget the fact that there are always women almost throwing themselves at you.
I might have added being born a mage if it wasn't for the fact that the Templars hunt you down if you try to run away from the Tower. It seems like everyone is out to get the mages... Other than that, I'd like having the ability to do the impossible just by thinking about it...

Umm. Becoming First isn't like being born a prince and expecting to be king later in life. Most you could say is you want to be born a Dalish mage and hope for the best.
