Take Battlefield 4 as benchmark, if it runs battlefield 4, should run DA: Inquisition too.

This is probably the most reasonable assumption at this time.  Still a ways to go before we'll know for sure

This type of commentary should be exercised carefully.  It's very unsettling to see a statement like this.

Just as an observer, with Fall 2014 there's still a lot of time. I wouldn't necessarily jump out and buy anything today if your only goal is to get something for DAI.

Whatever you get today will be cheaper in a year. Get something sooner only if you feel you need to for games between now and DAI.
